Its meaning is that the blood money for accidental killing and quasi-accidental killing is owed by the aqilah, who are the paternal relatives, whether ascendants or descendants, no matter how far up or down the line they are, the sub-clan rather than the whole tribe, and the immediate kin group rather than the sub-clan.
