Abdullah bin Abbas reported,

Among the Children of Israil there was retaliation, but there was no blood money among them. So Allah said to this nation, "Retaliation is prescribed for you in cases of murder, the free for the free, the slave for the slave, the female for the female. But if any remission is granted to someone by his brother" [Baqarah 2:178]. The remission is that he accepts blood money in a case of deliberate killing. "Then let there be a fair demand and payment to him in kindness" [Baqarah 2:178], meaning the demand is to be pursued honorably and the payment made graciously. "That is a lightening from your Lord and a mercy" compared with what was prescribed for those before you. "So whoever transgresses after that, for him there is a painful punishment" [Baqarah 2:178], that is, whoever kills after having accepted the blood money.

عن ابن عباس يقول

كان في بني إسرائيل القصاص، ولم تكن فيهم الدية. فقال الله تعالى لهذه الأمة: {كتب عليكم القصاص في القتلى الحر بالحر والعبد بالعبد والأنثى بالأنثى فمن عفى له من أخيه شيء} [البقرة: ١٧٨] فالعفو أن يقبل الدية في العمد. {فاتباع بالمعروف وأداء إليه بإحسن} [البقرة: ١٧٨] يتبع المعروف ويؤدى بإحسان {ذلك تخفيف من ربكم ورحمة} مما كتب على من كان قبلكم {فمن اعتدى بعد ذلك فله عذاب أليم} [البقرة: ١٧٨] أي قتل بعد قبول الدية.
