A man said to him, "Doubt has entered my heart concerning the statement of Allah the Exalted, 'The month of Ramadan in which the Quran was sent down' [Baqarah 2:185], and His statement, 'Indeed, We sent it down on a blessed night' [Dukhan 44:3], and His statement, 'Indeed, We sent it down on the Night of Decree' [Qadr 97:1], yet Allah revealed it in Shawwal, in Dhu al-Qadah, and in other months as well."Qurra replied, "It was sent down all at once in Ramadan, on Laylat al-Qadr, the blessed night. Then it was revealed in stages, piece by piece, over the months and days according to the occasions."
قال له رجل: إنه وقع في قلبي الشك قوله تعالى: {شهر رمضان الذى أنزل فيه القرءان} [سورة البقرة: ١٨٥]، وقوله تعالى: {إنا أنزلنه في ليلة مبركة} [الدخان: ٣]، وقوله تعالى: {إنا أنزلنه في ليلة القدر} [سورة القدر: ١]، وقد أنزل الله في شوال، وذي القعدة وغيره؟ قال: إنما نزل في رمضان في ليلة القدر وليلة مباركة جملة واحدة، ثم أنزل على مواقع النجوم رتلا في الشهور والأيام.

Ibn Jareer Tabari narrated it (3/192), Ibn Abu Hatim in his Tafsir (1/310), and Bayhaqi in Asma wal-Sifat (501), all of them via Ubaydullah bin Musa, from Israil, from Suddi, from Muhammad bin Abu Mujalid, from Miqsam, from Ibn Abbas, and he related it. The wording given is that of Ibn Jareer. Its chain of transmission is hasan because of Suddi, who is Ismail bin Abdul-Rahman bin Abu Kareemah Suddi (with the sin pronounced with damma and the dal doubled). There is disagreement about him, Juzjani declared him a liar because of his Shia leanings, while other scholars accepted him as reliable, and his hadith is hasan.As for what was reported from Ibn Abbas, who said, "The Quran came down in one night from the highest heaven to the lowest heaven, all at once, then it was sent down gradually over the years." He said, Ibn Abbas then recited this verse, "So I swear by the positions of the stars" [Waqiah 56:75], and said, "It was revealed in stages." This report is daif. Ibn Jareer narrated it (24/543), and Hakim (5302), and from him Bayhaqi in Shuab al-Iman (2250), all of them via Husayn, from Hakeem bin Jubayr, from Ibn Abbas, and he related it. Hakeem bin Jubayr Asadi is daif according to the majority of scholars.
