The Messenger of Allah ﷺ said, "A person in the state of ihram must not marry, propose, or have a marriage proposed on his behalf. None of you should sell over the sale of his brother, nor propose over the proposal of his brother until he gives him permission."
أن رسول الله ﷺ قال: لا ينكح المحرم ولا يخطب، ولا يخطب عليه، ولا يبع أحدكم على بيع أخيه، ولا يخطب على خطبة أخيه حتى يأذن له.
Tabarani related it in al-Awsat (514) from Ahmad bin Qasim, who said, Muhammad bin Yusuf Ghudaydi narrated to us, he said, Abdullah bin Wahb narrated to us, from Umar bin Muhammad, from Nafi, from Ibn Umar, and he related it.Its isnad is sahih, except that Haythami said in Majma (4/268), "Tabarani related it in al-Awsat from Ahmad bin Qasim. If he is Ahmad bin Qasim bin Atiya, then he is reliable, but if he is someone else, then I do not know him. As for the rest of his narrators, no one has criticized them."I say, Ahmad bin Qasim is Ibn Masawir Jawhari, as is clear from Tabarani's arrangement, for he began the Musnad of his teacher Ahmad bin Qasim bin Masawir several hadiths earlier. How could this have been hidden from Hafiz Haythami?Moreover, he is Baghdadi, and reliable, with a biography recorded in Tarikh Baghdad (4/349). He died in the year two hundred and ninety-three. His teacher Muhammad bin Yusuf Ghudaydi, and the rest of his narrators, are likewise reliable.
