Nabi bin Wahb reported,

Umar bin Ubaydullah sent word to Abban bin Uthman, who was the leader of the pilgrims that year, while both of them were in a state of ihram, saying, "I intend to marry Talha bin Umar to the daughter of Shayb bin Jubayr, and I would like you to be present."Abban objected to this and said, "I heard Uthman bin Affan say that the Messenger of Allah ﷺ said, 'A person in ihram must not marry, must not give in marriage, and must not propose.'"
