The Prophet ﷺ said, "There are three to whom Allah will not speak on the Day of Resurrection, nor will He look at them. A man who swears regarding merchandise that he was offered more for it than he actually was, while he is lying. A man who swears a false oath after the afternoon prayer in order to seize the wealth of a Muslim. And a man who withholds his surplus water, so Allah will say to him, 'Today I withhold My bounty from you, just as you withheld the surplus of what your hands did not produce.'"
عن النبي ﷺ قال: ثلاثة لا يكلمهم الله يوم القيامة ولا ينظر إليهم: رجل حلف على سلعة لقد أعطى بها أكثر مما أعطى وهو كاذب، ورجل حلف على يمين كاذبة بعد العصر ليقتطع بها مال رجل مسلم، ورجل منع فضل مائه، فيقول الله: اليوم أمنعك فضلي كما منعت فضل ما لم تعمل يداك.
Bukhari related it in the Book of Sharecropping (2369), and Muslim in the Book of Oaths (108: 174), both through the route of Sufyan, from Amr (that is, Ibn Dinar), from Abu Salih Samman, from Abu Hurairah who said, and then he mentioned it.
