Nafi reported,

Ibn Umar intended to perform Hajj the year Hajjaj laid siege to Ibn Zubayr. It was said to him, "The people are heading toward fighting one another, and we fear they may prevent you from reaching the House."He replied, "You have indeed in the Messenger of Allah an excellent example to follow" [Ahzab 33:21]. "I will do as the Messenger of Allah ﷺ did. I call you to witness that I have made Umra obligatory upon myself."Then he set out, and when he reached the open plain of Bayda, he said, "The matter of Hajj and Umra is but one. Bear witness," (Ibn Rumh said, "I call you to witness") "that I have made Hajj obligatory upon myself together with my Umra."He had brought along a sacrificial animal which he had purchased at Qudayd, then he proceeded, pronouncing the talbiyah for both together, until he arrived in Mecca. He performed tawaf around the House and made the rounds between Safa and Marwa. He did nothing beyond that. He did not slaughter, did not shave, did not shorten his hair, and did not release himself from anything that had been forbidden to him by his ihram, until the Day of Sacrifice. Then he slaughtered and shaved, considering that his initial tawaf had fulfilled the tawaf for both Hajj and Umra.Ibn Umar said, "Thus did the Messenger of Allah ﷺ do."
