I was sitting with Ibn Umar when a man came to him and asked, "Is it permissible for me to make tawaf around the House before going to the standing place at Arafah?"Ibn Umar replied, "Yes."The man said, "But Ibn Abbas says, 'Do not make tawaf around the House until you come from the standing place.'"Ibn Umar responded, "The Messenger of Allah ﷺ performed Hajj and made tawaf around the House before going to the standing place. So is the statement of the Messenger of Allah ﷺ more deserving to be followed, or the statement of Ibn Abbas, if you are truthful?"
كنت جالسا عند ابن عمر، فجاءه رجل فقال: أيصلح لي أن أطوف بالبيت قبل أن آتي الموقف؟ فقال: نعم. فقال: فإن ابن عباس يقول: لا تطف بالبيت حتى تأتي الموقف؟ فقال ابن عمر: فقد حج رسول الله ﷺ، فطاف بالبيت قبل أن يأتي الموقف، فبقول رسول الله ﷺ أحق أن تأخذ أو بقول ابن عباس إن كنت صادقا؟
Muslim narrated it in the book of Hajj (1233) through the route of Ismail bin Abu Khalid, from Wabara (that is, Ibn Abdul-Rahman al-Muslee), who related it as mentioned. He also narrated it through the route of Bayan (that is, Ibn Bishr al-Ahmasi) from Wabara, who said, a man asked Ibn Umar , "Should I circle the House while I have entered the state of ihram for Hajj?" He said, "What is stopping you?" The man said, "I saw so-and-so's son disliking it, and you are dearer to us than him, we have seen that this world has tempted him!" Ibn Umar said, "Which of us, or which of you, has this world not tempted?" Then he said, "We saw the Messenger of Allah ﷺ enter the state of ihram for Hajj, circle the House, and go back and forth between Safa and Marwa. So the practice of Allah and the practice of His Messenger ﷺ deserve more to be followed than the practice of so-and-so, if you are telling the truth."I say, as for the questioner attributing this to Ibn Abbas, it appears that what he meant by "tawaf" was the tawaf al-ifadah, since it would not be hidden from someone like him that the Messenger of Allah ﷺ circled the House upon his first arrival in Makkah during the Farewell Hajj, and that man had circled it along with him, as is recorded in Sahihayn.
