The Messenger of Allah ﷺ said, "Whoever cannot find sandals should wear leather socks, and whoever cannot find a waist-wrapper should wear trousers."
قال رسول الله ﷺ: من لم يجد نعلين فليلبس خفين ومن لم يجد إزارا فليلبس سراويل.
Muslim reported it in the Hajj chapter (1179) from Ahmad bin Abdullah bin Yunus, who said, our teacher Zuhayr narrated to us, our teacher Abu Zubayr narrated to us, from Jabir, with this wording.The scholars have differed over how to reconcile the hadith of Ibn Umar concerning cutting the leather socks with the hadith of Ibn Abbas, since the latter makes no mention of cutting. The majority of scholars, including Imam Ahmad, held that the hadith of Ibn Abbas is general while the hadith of Ibn Umar is specific and qualified, and it is a well established principle in the Shariah that an unqualified statement is to be interpreted in light of a qualified one.The scholars have offered other explanations as well, which I have discussed in detail in Minna Kubra (4/30).
