Regarding the verse "And upon those who are able to fast with difficulty, a ransom of feeding a poor person" [Baqarah 2:184], he said, "It is not abrogated. It refers to the elderly man and the elderly woman who are unable to fast, so they should feed a poor person for each day."
{وعلى الذين يطوقونه فدية طعام مسكين} قال: ليست بمنسوخة، هو الشيخ الكبير والمرأة الكبيرة لا يستطيعان أن يصوما، فليطعما مكان كل يوم مسكينا.
Bukhari reported it in the tafsir (4505), from Ishaq (he is Ibn Rahawayh), who said, Rawh (he is Ibn Ubadah) informed us, Zakariya bin Ishaq narrated to us, Amr bin Dinar narrated to us, from Ataa, who heard Ibn Abbas, and he mentioned it."Yutawwaqunahu" is with the ya vowelled with damma, the ta vowelled with fatha, and the waw doubled.
