Abu Dawud (1650), Tirmidhi (657), and Nasai (2613) all narrated it through various routes from Shuba, from Hakam, from Ibn Abu Rafi, from Abu Rafi, and so on. Tirmidhi said, "This is a hasan sahih hadith. Abu Rafi, the freedman of the Prophet ﷺ, was named Aslam, and Ibn Abu Rafi is Ubaydullah bin Abu Rafi, the scribe of Ali bin Abu Talib ." End of quote. Hakam is Ibn Utayba, Abu Muhammad al-Kindi, one of the narrators accepted by all the major compilers. Ibn Khuzayma (2344), Ibn Hibban (33293), and Hakim (1/404) all graded it sahih. Imam Ahmad (23872) and Bayhaqi (7/32) both narrated it through this same route.I say, this man whom the Prophet ﷺ sent as a tax collector is Arqam bin Abu Arqam al-Qurashi, whose name was Abd Manaf bin Asad bin Abdullah bin Umar bin Makhzum. He accepted Islam and was the seventh of the first seven converts, and his house was on Safa, the very house where the Prophet ﷺ used to sit with his companions in the early days of his mission.As for what Abu Yaala (3/162), Tabarani (11/379), and Bayhaqi (7/32) narrated, all through the route of Ibn Abu Layla, from Hakam, from Miqsam, from Ibn Abbas, who said, Arqam al-Zuhri was appointed over the collection of zakat, so he took Abu Rafi along with him. Abu Rafi then came to the Messenger of Allah ﷺ and asked him, and he said (and then he related the hadith). Bayhaqi said, "The narration of Shuba from Hakam is more reliable than the narration of Ibn Abu Layla, for the latter had poor memory and made many errors."His father's name was Abd Yaghuth bin Wahb bin Abd Manaf. However, the one whom the Prophet ﷺ sent to collect zakat was Arqam bin Abu Arqam al-Makhzumi, because the narration of Shuba is, as Bayhaqi said, more sahih than the narration of Ibn Abu Layla. This is also confirmed by Ibn Hajar in Al-Isabah, in the biographical entry on Arqam bin Abu Arqam al-Makhzumi.
