Abdullah bin Amr bin As reported,

Hilal, a man from the tribe of Banu Munan, came to the Messenger of Allah ﷺ bringing the tithe of his bees, and he had asked him to designate as a protected reserve for him a valley called Salabah. The Messenger of Allah ﷺ set aside that valley as a reserve for him. When Umar bin Khattab رضي الله عنه assumed leadership, Sufyan bin Wahb wrote to Umar bin Khattab asking him about this matter.Umar رضي الله عنه wrote back, "If he delivers to you what he used to deliver to the Messenger of Allah ﷺ from the tithe of his bees, then preserve Salabah as a reserve for him. Otherwise, they are merely flies of the wilderness, and whoever wishes may take from them."
