He heard the Prophet ﷺ say, "No man accuses another of wickedness or charges him with disbelief without it rebounding upon himself, if his companion is not as he claimed."

Bukhari narrated it in the Book of Manners (6045), and Muslim in the Book of Faith (61), both through Abdul-Warith, from Husayn, from Abdullah bin Burayda, who said, Yahya bin Yamar told me that Abu Aswad Dili told him, from Abu Dharr, and he related it. The wording given is Bukhari's. Muslim's wording is, "There is no man who claims descent from someone other than his father while knowing it, except that he has disbelieved. Whoever claims what is not his has nothing to do with us, and let him take his seat in the Fire. Whoever calls a man a disbeliever, or says 'enemy of Allah' to him when he is not, it returns upon him." It is also found in Bukhari (3508), in abridged form.The General Mufti of the Kingdom of Saudi Arabia and Chairman of the Council of Senior Scholars and the General Presidency of Scholarly Research and Ifta said that the people of extremism and radicalism invented "takfir" in order to permit the shedding of blood and the violation of honor. Peace, mercy, and blessings of Allah be upon you. To proceed.It is well known that the Islamic nation is passing through a dangerous stage in its history. We ask Allah Almighty to relieve it of this and bring it out of these trials into unity of word and oneness of rank, guided by the Book of Allah and the sunnah of His Prophet ﷺ. In view of these rapid and dangerous events in the Islamic world, and the doubts that may arise in their midst which permit or make light of shedding the blood of Muslims and those who are safe in their own countries, and the tribal or sectarian rancor that some may stir up, from which only the greedy, the malicious, and the envious benefit, we wish to draw attention to the seriousness of transgressing against protected lives, whether Muslims, treaty holders, or those granted safe conduct. The evidence for this is very abundant, and it is something the Muslims have agreed upon, and it is among the objectives of this great religion.Allah Almighty says, "Whoever kills a believer intentionally, his recompense is Hell, abiding therein forever. Allah's wrath is upon him, and He has cursed him and prepared for him a great punishment." [Nisa 4:93]And He, glorified is He, says, "Because of that, We decreed for Banu Israil that whoever kills a soul, unless for a soul or for corruption in the land, it is as if he had killed all of mankind." [Maidah 5:32]Mujahid, may Allah have mercy on him, said, "[Equal] in sin."This indicates the gravity of killing a soul without right. The Prophet ﷺ said, "The passing away of the whole world is a lighter matter to Allah than the killing of a Muslim man." Narrated by Nasai. And he said, "It is not lawful to shed the blood of a Muslim man who testifies that there is no god but Allah and that I am the Messenger of Allah, except for one of three reasons, a life for a life, the married adulterer, and the one who abandons his religion and leaves the community." Agreed upon, and this is Bukhari's wording.The carrying out of legal punishments is entrusted to the ruler, as the scholars have established.One day Ibn Umar
looked at the Kaaba and said, "How great you are, and how great is your sanctity, yet the believer has greater sanctity before Allah than you." Your blood and your wealth are sacred.Among the greatest evidence for the gravity of transgressing against blood, and for the need for extreme caution regarding it, is what is established in Sahihayn, with the wording given here being Bukhari's, from the hadith of Usama bin Zayd, who said, "The Messenger of Allah ﷺ sent us to Huraqa. We attacked the people at dawn and defeated them. A man from the Ansar and I caught up with a man of theirs. When we closed in on him he said, 'There is no god but Allah.' The Ansari held back, but I struck him with my spear until I killed him. When we returned, this reached the Prophet ﷺ, and he said, 'Usama, did you kill him after he said there is no god but Allah?' I said, 'He was only seeking protection.' He kept repeating this until I wished I had not become a Muslim before that day."And it is established in the Sahih from him ﷺ that he said, "Your blood and your wealth are sacred to you, like the sanctity of this day of yours, in this month of yours, in this city of yours."Among the protected lives in Islam are the lives of treaty holders, dhimmis, and those granted safe conduct. reported from the Prophet ﷺ that he said, "Whoever kills a treaty holder will not smell the fragrance of Paradise, though its fragrance may be found from a distance of forty years' journey." Narrated by Bukhari. Whoever the ruler of the Muslims admits under a covenant of safety and a treaty, his life and wealth are protected, and it is not permissible to transgress against them. Whoever kills him is, as the Prophet ﷺ said, one who "will not smell the fragrance of Paradise."Now, since the sanctity of the blood of the Muslim and of others whose sanctity the Islamic sharia has established is known by necessity from the religion, the people of extremism and radicalism have invented the approach of takfir, which makes light of killing Muslims and other protected people. From this takfiri approach, built upon doubts and false interpretations, has arisen the permitting of bloodshed, the violation of honor, the seizure of private and public wealth, and the bombing of homes and vehicles and the destruction of facilities.Takfir is a legal ruling whose reference is to Allah and His Messenger ﷺ. Just as permitting, forbidding, and obligating are matters that go back to Allah and His Messenger, so too is takfir. Not everything described as disbelief, whether in word or deed, amounts to major disbelief that expels a person from the religion.Repelling DoubtsSince the ruling of takfir goes back to Allah and His Messenger ﷺ, no one may be declared a disbeliever except one whose disbelief the Book and the sunnah indicate clearly. Mere doubt and conjecture do not suffice for this, given the serious consequences that follow from it. If legal punishments are set aside by doubts, even though their consequences are lesser than those of takfir, then takfir is even more deserving of being set aside by doubts. For this reason the Prophet ﷺ warned against ruling that a person is a disbeliever when he is not, and he said, "Whenever a man says to his brother, 'You are a disbeliever,' one of the two has incurred it. If it is as he said, it applies to him, but if it is not, it returns upon the speaker."The Book and the sunnah may sometimes contain something from which it is understood that a certain statement, action, or belief is disbelief, yet the one described by it is not declared a disbeliever because there exists an impediment preventing that ruling. All these details confirm, on one hand, the gravity of the ruling of takfir, and on the other hand, they emphasize the importance of referring these serious rulings to the senior scholars, who examine, within their recognized legal bodies, these issues that carry such dangerous consequences for the countries of the Islamic world and their communities.Let every person be suspicious of his own opinion, and let him esteem what the recognized scholarly bodies decide, which benefit from collective deliberation, as it is established that Sahl bin Hunayf
said, "O people, be suspicious of your own opinion regarding your religion. I recall myself on the day of Abu Jandal, and had I been able to reject the command of the Messenger of Allah ﷺ, I would have rejected it. say, 'My opinion and Umar's opinion agreed that mothers of children should not be sold, then I came to hold the view that they should be sold.' retracted from that view."Let the Muslim beware of affiliating with groups that adopt the takfiri approach, for there is no disagreement among the scholars of the Muslims regarding the prohibition of their path, its repugnance, and its danger. It is feared that whoever affiliates with them will meet a bad end. We seek refuge with Allah from being forsaken, or from being turned back on our heels after Allah
has guided us.
