Abdullah bin Abbas reported,

Ibn Abbas reported that when the Prophet ﷺ arrived in Madinah, the people there were among the worst in their measuring practices. Then Allah سبحانه وتعالى revealed, "Woe to those who give short measure" [Mutaffifin 83:1], and after that they began to measure honestly.

Zia-ur-Rahman Azami

Ibn Majah (2223) narrated it, and Ibn Hibban (4919) and Hakim (2/33) graded it sahih, all of them through Ali bin Husayn bin Waqid, who said, "My father informed us, from Yazid the grammarian, from Ikrima, from Ibn Abbas," who then narrated it as mentioned above. Its chain of transmission is hasan because of Ali bin Husayn bin Waqid, for there is disagreement about him, though his hadith is hasan. Busiri also graded it hasan in Zawaid bin Majah.Among those who became well known in Madinah for cheating with short measure was a man known by the kunya Abu Juhayna, whose name was Amr. He had two measuring bowls, taking with one and giving with the other.
