Urwa reported,

I asked Ayesha رضي الله عنها, "Tell me about the words of Allah Most High, 'Indeed Safa and Marwa are among the rites of Allah, so whoever performs Hajj to the House or performs Umrah commits no offense in making tawaf between them' [Baqarah 2:158]. By Allah, this means no one commits any offense if he does not make tawaf between Safa and Marwa."She replied, "What a poor thing you have said, son of my sister. If the verse meant what you have taken it to mean, it would have read, 'He commits no offense in not making tawaf between them.' Rather, it was revealed concerning the Ansar. Before they accepted Islam, they used to consecrate themselves for Manat the idol, whom they worshipped at Mushallal. Anyone who consecrated himself in that way felt it was wrong to make tawaf between Safa and Marwa. When they became Muslims, they asked the Messenger of Allah ﷺ about this. They said, 'Messenger of Allah, we used to feel it was wrong to make tawaf between Safa and Marwa.' So Allah Most High revealed, 'Indeed Safa and Marwa are among the rites of Allah' [Baqarah 2:158], and the rest of the verse."Ayesha added, "The Messenger of Allah ﷺ established the tawaf between them as sunnah, so no one may omit the tawaf between them."Later I told Abu Bakr bin Abdul-Rahman about this, and he said, "This is knowledge I had never heard before. Yet I have heard men of learning mention that all the people, apart from those Ayesha spoke of who used to consecrate themselves for Manat, used to make tawaf between Safa and Marwa. Then when Allah Most High mentioned tawaf around the House but did not mention Safa and Marwa in the Quran, they said, 'Messenger of Allah, we used to make tawaf between Safa and Marwa, and now Allah has revealed the command for tawaf around the House without mentioning Safa. Is there any blame upon us if we make tawaf between Safa and Marwa?' So Allah Most High revealed, 'Indeed Safa and Marwa are among the rites of Allah' and the rest of the verse."Abu Bakr went on, "So I understand that this verse was revealed concerning both groups, those who in the days of ignorance felt it was wrong to make tawaf between Safa and Marwa, and those who used to make tawaf between them but then felt it was wrong to do so in Islam, because Allah Most High commanded tawaf around the House and did not mention Safa, until He mentioned it after mentioning tawaf around the House."

عن عروة قال

سألت عائشة رضي الله عنها فقلت لها: أرأيت قول الله تعالى: {إن الصفا والمروة من شعائر الله فمن حج البيت أو اعتمر فلا جناح عليه أن يطوف بهما}[البقرة: ١٥٨] فوالله ما على أحد جناح أن لايطوف بالصفا والمروة، قالت: بئس ما قلت يا ابن أختي، إن هذه لوكانت كما أولتها عليه، كانت لا جناح عليه أن لا يتطوف بهما، ولكنهاأنزلت في الأنصار، كانوا قبل أن يسلموا يهلون لمناة الطاغية، التي كانوا يعبدونها عند المشلل، فكان من أهل يتحرج أن يطوف بالصفاوالمروة، فلما أسلموا سألوا رسول الله ﷺ عن ذلك، قالوا: يا رسول الله، إنا كنا نتحرج أن نطوف بين الصفا والمروة، فأنزل الله تعالى: {إن الصفا والمروة من شعائر الله}[البقرة: ١٥٨] الآية. قالت عائشة: وقد سن رسول الله ﷺ الطواف بينهما، فليس لأحد أن يترك الطواف بينهما. ثم أخبرت أبا بكر بن عبد الرحمن، فقال: إن هذا لعلم ما كنت سمعته، ولقد سمعت رجالا من أهل العلم يذكرون أن الناس- إلا من ذكرت عائشة ممن كان يهل بمناة- كانوا يطوفون كلهم بالصفا والمروة، فلما ذكر الله تعالى الطواف بالبيت ولم يذكر الصفا والمروة في القرآن قالوا: يا رسول الله كنا نطوف بالصفا والمروة، وإن الله أنزل الطواف بالبيت، فلم يذكر الصفا، فهل علينا من حرج أن نطوف بالصفا والمروة فأنزل الله تعالى: {إن الصفا والمروة من شعائر الله} الآية. قال أبو بكر: فأسمع هذه الآية نزلت في الفريقين كليهما: في الذين كانوا يتحرجون أن يطوفوا بالجاهلية بالصفا والمروة، والذين يطوفون ثم تحرجوا أن يطوفوا بهما في الإسلام، من أجل أن الله تعالى أمر بالطواف بالبيت ولم يذكر الصفا، حتى ذكر ذلك بعد ما ذكر الطواف بالبيت.
