Regarding the verse, "Take what is given freely, enjoin what is good" [Araf 7:199], he said, "Allah revealed this only concerning people's character."
خذ العفو وأمر بالعرف. قال: ما أنزل الله إلا في أخلاق الناس.
Bukhari narrated it in tafsir (4643), from Yahya, who said, Waki narrated to us, from Hisham, from his father, from Abdullah bin Zubayr, and he mentioned it.He also narrated it in tafsir (4644) as a suspended chain, saying, "Abdullah bin Barrad said, Abu Usama narrated to us, from his father, from Abdullah bin Zubayr, who said, 'Allah commanded His Prophet ﷺ to take pardon from people's characters, or words to that effect.'"This same meaning was also narrated from Mujahid. Ibn Abbas said, ""Take the pardon" [Araf 7:199] means take what they willingly give you of their wealth, and whatever they offer you of anything, take it." This was before "Baraah" was revealed with the obligations of zakat and its details, and the final form the rulings on zakat took. Ibn Jareer narrated this in his tafsir (10/641).As for His saying, "and enjoin what is right" [Araf 7:199], it means what is proper, and it covers every good word and every good deed. It has also been said that its meaning is that Allah commanded him to pardon and overlook the polytheists for ten years, then commanded him to be stern with them.
