"You are the best nation produced for mankind" [Al Imran 3:110], the best of people for people. You bring them in chains around their necks until they enter Islam.
{كنتم خير أمة أخرجت للناس} خير الناس للناس، تأتون بهم في السلاسل في أعناقهم، حتى يدخلوا في الإسلام.
Bukhari narrated it in Tafsir (4557), from Muhammad bin Yusuf, from Sufyan, from Maysara, from Abu Hazim, from Abu Hurairah, mentioning it as a stopped narration. The meaning of the hadith is that when disbelievers are taken captive in jihad, they remain captives, as has been the practice both anciently and in modern times. Then, if they choose Islam and enter into it willingly, without any compulsion, since Allah has forbidden compulsion, they are set free and become free persons, because Islam encourages the freeing of slaves.
