There was no public storytelling during the time of the Prophet ﷺ, nor during the time of Abu Bakr, Umar, or Uthman. Storytelling only began during the time of the fitnah.
لم يقص في زمن النبي ﷺ ولا أبي بكر ولا عمر ولا عثمان، إنما كان القصص في زمن الفتنة.
Ibn Hibban (6261) narrated it, and this is his wording, as did Ibn Abu Shayba (26714), both by way of Sufyan, from Ubaydullah bin Umar, from Nafi, from Ibn Umar, who mentioned it. Its chain of transmission is sahih. Ibn Majah (3754) also narrated it by way of Waki, from Umari, from Nafi, with similar wording.When Umari is mentioned without qualification, it usually refers to Abdullah bin Umar Umari the elder, who is daif, but he is corroborated by his brother Ubaydullah bin Umar in the previous narration.His words, "giving instruction," mean preaching and teaching. This contains an important benefit, which is that preaching and teaching in mosques or in public places should be tied to the permission of the ruling authority, out of fear of spreading discord and misguided ideas within Muslim society. So the body authorized by the ruling authority may monitor anyone who violates this principle and prevent him from preaching in these places.
