Abdullah bin Abbas reported,

The people of Yemen used to perform Hajj without taking provisions, saying, "We are those who place our trust in Allah." When they arrived in Mecca, they would beg from people. So Allah the Exalted revealed, "And take provisions, for indeed the best provision is righteousness" [Baqarah 2:197].

كان أهل اليمن يحجون ولا يتزودون، ويقولون: نحن المتوكلون، فإذا قدموا مكة سألوا الناس، فأنزل الله تعالى {وتزودوا فإن خير الزاد التقوى}
