The Prophet ﷺ said, "No one should preach to the people except a ruler, one appointed by a ruler, or one who does so for show."
أن النبي ﷺ قال: لا يقص على الناس إلا أمير، أو مأمور، أو مراء.
Ibn Majah (3753) narrated it from Hisham bin Ammar, who said, Hiqal bin Ziyad narrated to us, who said, Uzai narrated to us, from Abdullah bin Amir Aslami, from Amr bin Shuayb, from his father, from his grandfather, and he related it.This isnad is daif, due to the weakness of Abdullah bin Amir. However, Imam Ahmad (6661) narrated it from Haytham bin Kharija, Hafs bin Maysara narrated to us, from Ibn Harmala, from Amr bin Shuayb, with the same wording. Its isnad is hasan, because it belongs to the recension of Amr bin Shuayb, from his father, from his grandfather. Haytham bin Kharija and Ibn Harmala are both truthful narrators.
