Abdullah bin Abbas reported,

Among the Children of Israil there was retaliation but no blood money. So Allah Most High said to this community, "You who believe, retaliation is prescribed for you in the matter of the slain" [Baqarah 2:178]. Pardon here means that blood money is accepted in a case of deliberate killing. "Then let there be a fitting follow-up and payment to him in a good manner" [Baqarah 2:178], meaning the claimant pursues the matter fairly and the payer discharges it well. "That is a lightening from your Lord and a mercy" [Baqarah 2:178], compared with what was prescribed for those before you. "So whoever transgresses after that, for him is a painful punishment" [Baqarah 2:178], that is, he kills after having accepted the blood money.

His saying, "O you who believe, prescribed for you is legal retribution for those murdered, the free for the free and the slave for the slave and the female for the female. But whoever is granted pardon by his brother, then there should be a suitable follow-up and payment to him in a good manner. That is a lightening from your Lord and a mercy. So whoever transgresses after that will have a painful punishment."
