Umar bin Khattab set out for Syria, and when he reached Sargh, the commanders of the troops, Abu Ubayda bin Jarra and his companions, met him and informed him that a plague had broken out in the land of Syria.Ibn Abbas reported that Umar bin Khattab said, "Call the early Muhajirun for me." They were called, and he consulted them, informing them that a plague had struck Syria. They differed in their opinions.Some said, "You have set out for a purpose, and we do not think you should turn back from it."Others said, "With you are the remaining people and the companions of the Messenger of Allah ﷺ, and we do not think you should expose them to this plague."Umar said, "Leave me." Then he said, "Call the Ansar for me."I called them, and he consulted them. They followed the same path as the Muhajirun and differed just as they had differed.He said, "Leave me." Then he said, "Call for me whoever is here of the elders of Quraysh from those who emigrated at the Conquest."I called them, and not two men among them differed. They said, "We think you should return with the people and not expose them to this plague."So Umar called out to the people, "I will set off in the morning on my mount, so be ready in the morning."Abu Ubayda said, "Are we fleeing from the decree of Allah?"Umar replied, "If only someone other than you had said it, Abu Ubayda. Yes, we flee from the decree of Allah to the decree of Allah. Tell me, if you had camels and you came down into a valley with two slopes, one fertile and the other barren, would you not, if you grazed them on the fertile side, be grazing them by the decree of Allah, and if you grazed them on the barren side, also be grazing them by the decree of Allah?"Then Abdul-Rahman bin Awf came, having been absent attending to some need of his, and said, "I have knowledge concerning this. I heard the Messenger of Allah ﷺ say, 'If you hear of it in a land, do not go to it, and if it occurs in a land while you are in it, do not leave fleeing from it.'"Umar praised Allah and then departed.
أن عمر بن الخطاب خرج إلى الشام، حتى إذا كان بسرغ لقيه أمراء الأجناد، أبو عبيدة بن الجراح وأصحابه، فأخبروه أن الوبأ قد وقع بأرض الشام. قال ابن عباس: فقال عمر بن الخطاب: ادع لي المهاجرين الأولين، فدعاهم فاستشارهم، وأخبرهم أن الوبأ قد وقع بالشام، فاختلفوا، فقال بعضهم: قد خرجت لأمر، ولا نرى أن ترجع عنه، وقال بعضهم: معك بقية الناس وأصحاب رسول الله ﷺ ولا نرى أن تقدمهم على هذا الوبا، فقال عمر: ارتفعوا عني، ثم قال: ادع لي الأنصار، فدعوتهم فاستشارهم، فسلكوا سبيل المهاجرين، واختلفوا كاختلافهم، فقال: ارتفعوا عني، ثم قال: ادع لي من كان هاهنا من مشيخة قريش من مهاجرة الفتح، فدعوتهم، فلم يختلف عليه منهم رجلان، فقالوا: نري أن ترجع بالناس ولا تقدمهم على هذا الوبا، فنادى عمر في الناس: إني مصبح على ظهر فأصبحوا عليه، فقال أبو عبيدة: أ فرارا من قدر الله؟ فقال عمر: لو غيرك قالها يا أبا عبيدة؟ نعم، نفر من قدر الله، إلى قدر الله، أرأيت لو كان لك إبل فهبطت واديا له عدوتان، إحداهما خصبة، والأخرى جدبة، أليس إن رعيت الخصبة رعيتها بقدر الله، وإن رعيت الجدبة رعيتها بقدر الله، فجاء عبد الرحمن بن عوف وكان غائبا بعض حاجته، فقال: إن عندي من هذا علما سمعت رسول الله ﷺ يقول: إذا سمعتم به بأرض فلا تقدموا عليه، وإذا وقع بأرض وأنتم بها فلا تخرجوا فرارا منه. قال: فحمد الله عمر، ثم انصرف.
Malik narrated it in Al-Jami (22) from Ibn Shihab, from Abdul-Hameed bin Abdul-Rahman bin Zayd bin Khattab, from Abdullah bin Abdullah bin Harith bin Nawfal, from Abdullah bin Abbas, and he related it. Bukhari narrated it in the Book of Medicine (5729), and Muslim in the Book of Greetings (2219), both by way of Malik with the same account. Muslim also narrated it by another route from Mamar with this same chain, similar to Malik's hadith, but he added in Mamar's version, he said, "He also said to him, 'What do you think, if he had grazed the barren land and left the fertile one, would you have blamed him?'" He said, "Yes." He said, "Then go on." He said, "So he went on until he reached Madinah, then said, 'This is the place,'" or he said, "'This is the spot, if Allah wills.'"This was Umar's second journey to Syria, in the year 17 AH, to check on the condition of his subjects. As for the first journey, it took place in the year 16 AH, for a peace treaty between the Muslims and the people of Ilya, at their own request.His saying, "at Sargh," Sargh is a village near Tabuk, before the city of Syria, thirteen stages of travel between it and Madinah. It is what is known today as Mudawwara, the center of the border between Jordan and Saudi Arabia.
