The Prophet ﷺ said, "If the servants did not sin, Allah would create a creation that would sin and then He would forgive them, for He is the Most Forgiving, the Most Merciful."
أن النبي ﷺ قال: لو أن العباد لم يذنبوا لخلق الله عز وجل خلقا يذنبون، ثم يغفر الله لهم، وهو الغفور الرحيم.

Hakim reported it (4/246) via Yahya bin Kathir bin Dirham and Abu Abbad Yahya bin Abbad, both of whom said, Shubah narrated to us, from Abu Balaj Yahya bin Abu Salim, from Amr bin Maymun, from Abdullah bin Amr, and he mentioned it.Bazzar (2450) and Tabarani in Al-Awsat (Majma al-Bahrayn, 4742) both reported it from Yahya bin Kathir alone with this chain, and Bazzar mentioned that Shababa bin Sawwar also reported it as a raised (marfu) narration from Shubah. These three (Yahya bin Kathir, Yahya bin Abbad, and Shababa) are trustworthy narrators. Muhammad bin Jafar, known as Ghundar, who was among the most reliable companions of Shubah, differed with them, so perhaps Shubah reported it both ways, as marfu and as mawquf.Its chain is hasan on account of Abu Balaj, for his narrations are hasan.
