I met people from among the companions of the Messenger of Allah ﷺ who used to say, "Everything is by decree."He said, I also heard Abdullah bin Umar say, The Messenger of Allah ﷺ said, "Everything is by decree, even helplessness and cleverness," or "cleverness and helplessness."
أدركت ناسا من أصحاب رسول الله ﷺ يقولون: كل شيء بقدر. قال: وسمعت عبد الله بن عمر يقول: قال رسول الله ﷺ: كل شيء بقدر، حتى العجز والكيس، أو الكيس والعجز.
Malik narrated it in Qadr (4) from Ziyad bin Saad, from Amr bin Muslim, from Tawus Yamani, who said (then he related it). Muslim narrated it in Qadr (2655) from Abdul-Ala bin Hammad, who said, "I read to Malik bin Anas," then he related the same.Al-kais [cleverness] is the opposite of incapacity, meaning liveliness and skill in affairs. Its meaning is that the incapable person's incapacity is decreed, and the clever person's cleverness is decreed.
