Qays bin Abbad reported,

Ashtar and I went to Ali and asked him, "Did the Prophet of Allah ﷺ entrust to you anything that he did not entrust to people in general?"He replied, "No, except for what is in this document of mine," referring to a document kept in the sheath of his sword. In it was written, "The believers are equal in their blood. They stand united against all others, and the protection granted by the lowliest among them is binding upon them all. No believer shall be killed in retaliation for a disbeliever, nor shall anyone under a covenant be killed while his covenant stands. Whoever commits an offense or shelters an offender, upon him is the curse of Allah, the angels, and all people."

حدثنا يحيى حدثنا سعيد بن أبي عروبة عن قتادة عن الحسن

عن قيس بن عباد قال

انطلقت أنا والأشتر إلى علي رضي الله عنه فقلنا هل عهد إليك نبي الله ﷺ شيئا لم يعهده إلى الناس عامة قال لا إلا ما في كتابي هذا قال وكتاب في قراب سيفه فإذا فيه المؤمنون تكافأ دماؤهم وهم يد على من سواهم ويسعى بذمتهم أدناهم ألا لا يقتل مؤمن بكافر ولا ذو عهد في عهده من أحدث حدثا أو آوى محدثا فعليه لعنة الله والملائكة والناس أجمعين
