I heard my father narrate from Abu Hurairah. My father said, I asked Yahya, "Both of them from the Prophet ﷺ?"He said, "Yes."He said, "There is no commander of ten but that he will be brought on the Day of Resurrection in chains. Nothing will release him except justice, or injustice will destroy him."
حدثنا يحيى بن سعيد عن ابن عجلان قال حدثني سعيد
وسمعت أبي يحدث عن أبي هريرة قال أبي قلت ليحيى كلاهما عن النبي ﷺ قال نعم قال ما من أمير عشرة إلا يؤتى به يوم القيامة مغلولا لا يفكه إلا العدل أو يوبقه الجور

Its isnad is sahih. Darimi narrated it, 2/313, no. 2515, in Al-Siyar, chapter on the strictness regarding leadership, and Tabarani in Al-Kabir, 6/27, no. 5387, and he said in Al-Majma, 4/192, "The men of Ahmad are the men of the Sahih." Ibn Abu Shayba narrated something similar, 12/219, no. 12600, in the chapter on jihad, on leadership.
