Abdullah bin Zubayr reported,

By Allah, we were with Uthman bin Affan at al-Juhfah, and with him was a group from the people of Sham, among whom was Habib bin Maslama al-Fihri. Uthman was told about combining umrah with hajj as tamattu, and he said, "The most complete way of performing hajj and umrah is that they not be done in the months of hajj. If you were to delay this umrah until you visit this House on a separate occasion, that would be better, for Allah the Exalted has made ample room for goodness."Ali bin Abu Talib was at the bottom of the valley feeding a camel of his. What Uthman had said reached him, so he came forward until he stood before Uthman and said, "Have you set out to restrict a sunnah established by the Messenger of Allah ﷺ and a concession that Allah the Exalted granted to His servants in His Book, narrowing it for them and forbidding it? It was meant for those in need and for those whose homes are far away."Then Ali entered ihram for hajj and umrah together.Uthman turned to the people and said, "Did I forbid it? I did not forbid it. It was only an opinion I offered as advice. Whoever wishes may take it, and whoever wishes may leave it."

حدثنا يعقوب حدثنا أبي عن ابن إسحاق حدثني يحيى بن عباد بن عبد الله بن الزبير عن أبيه

عن عبد الله بن الزبير قال

والله إنا لمع عثمان بن عفان بالجحفة ومعه رهط من أهل الشام فيهم حبيب بن مسلمة الفهري إذ قال عثمان وذكر له التمتع بالعمرة إلى الحج إن أتم للحج والعمرة أن لا يكونا في أشهر الحج فلو أخرتم هذه العمرة حتى تزوروا هذا البيت زورتين كان أفضل فإن الله تعالى قد وسع في الخير وعلي بن أبي طالب رضي الله عنه في بطن الوادي يعلف بعيرا له قال فبلغه الذي قال عثمان فأقبل حتى وقف على عثمان رضي الله عنه فقال أعمدت إلى سنة سنها رسول الله ﷺ ورخصة رخص الله تعالى بها للعباد في كتابه تضيق عليهم فيها وتنهى عنها وقد كانت لذي الحاجة ولنائي الدار ثم أهل بحجة وعمرة معا فأقبل عثمان رضي الله عنه على الناس فقال وهل نهيت عنها إني لم أنه عنها إنما كان رأيا أشرت به فمن شاء أخذ به ومن شاء تركه
