Ibn Umar was asked about combining Hajj with Umrah (tamattu), and he instructed people to do it, saying, "Allah the Exalted has made it lawful, and the Messenger of Allah ﷺ commanded it."

Its isnad is sahih. It is an abridgment of 5700 and 6240, see also 6247.Hadith 6392, Zuhri said, and Salim informed me, that Ibn Umar said, "Umrah during the months of Hajj is complete, it is to be performed, the Messenger of Allah practiced it, and the Book of Allah Almighty was revealed concerning it." Sahih (6392). Its isnad is sahih, and it is connected to the isnad before it, so it has a supporting narration.Ibn Umar's statement that Umrah during the months of Hajj is complete seems to be a response to Qasim bin Muhammad bin Abu Bakr, as Ibn Kathir mentioned in his tafsir (1:441), that Hisham narrated from Ibn Awn, "I heard Qasim bin Muhammad say, Umrah during the months of Hajj is not complete." Ibn Kathir said, "The same was narrated from Qatada bin Diama." This view is questionable, because it is established that the Messenger of Allah performed four Umrahs, all of them in Dhul-Qaidah, the Umrah of Hudaybiya in Dhul-Qaidah in year six, the Umrah of Qada in Dhul-Qaidah in year seven, the Umrah of Jirana in Dhul-Qaidah in year eight, and his Umrah that was combined with his Hajj, for which he entered the state of ihram in Dhul-Qaidah in year ten. He performed no Umrah other than these after his emigration. This is a very fine point from Hafiz Ibn Kathir, supported by the sahih hadiths.We have already mentioned, at 5700, Ibn Umar's rebuttal of someone who argued against him using Umar's action regarding the prohibition of tamattu, where he said at the end, "Umar did not tell you that Umrah during the months of Hajj is forbidden, but he said that completing Umrah fully means performing it separately, outside the months of Hajj."Muhibb Tabari, in his book al-Qira (p. 578), quoted from the Sunan of Saeed bin Mansur, from Ibn Umar, that a man asked him about Umrah during the months of Hajj, and he said, "Performing it outside the months of Hajj is dearer to me." This is how it was quoted, without mentioning the isnad of Saeed bin Mansur back to Ibn Umar, and I do not think it is a sahih isnad, since it contradicts what is established from Ibn Umar's narration from the Messenger of Allah, and it contradicts this connected hadith, which is sahih according to the standard of the two Shaykhs (Bukhari and Muslim).As for his saying "tuqda" (it is to be performed), it means it is carried out and completed fully, according to the linguistic meaning of qada, not according to the technical meaning used by jurists and others, whereby it refers to what is opposite to timely performance (ada), as is obvious.
