Abdullah bin Umar met some people who had just come out from Marwan's presence and asked, "Where have these people come from?"They replied, "We have just come from the governor Marwan."He asked, "Did you speak up for every truth you saw and support it, and reject every wrong you witnessed and oppose it before him?"They said, "No, by Allah. Rather, he says something objectionable and we tell him, 'You have spoken correctly, may Allah set you right.' Then when we leave him, we say, 'May Allah destroy him, how unjust and wicked he is!'"Abdullah said, "In the time of the Messenger of Allah ﷺ, we used to count this as hypocrisy on the part of anyone who behaved this way."

Its isnad is sahih. As for Muhammad bin Abdullah, the view I consider most likely, one I hardly doubt, is that he is Muhammad bin Zayd bin Abdullah bin Umar bin Khattab, attributed here to his grandfather, since he narrates from his grandfather.Bukhari narrated something similar to this hadith, 13:149, 150, via Asim bin Muhammad bin Zayd bin Abdullah, from his father, who said, some people said to Ibn Umar, "We go in to see our ruler and say things to him different from what we say once we have left his presence." He said, "We used to consider this hypocrisy."Tayalisi narrated it in his Musnad, no. 1955, from Umari, from Asim, adding at the end, Umari said, "My brother told me that Ibn Umar said, 'We used to consider this hypocrisy in the time of the Messenger of Allah ﷺ.'"Hafiz mentioned in Fath al-Bari other chains for this hadith, showing that the incident occurred more than once under different rulers. Hafiz did not point to this narration being in the Musnad, so I do not know, perhaps he simply overlooked it.Munziri mentioned Bukhari's narration in Targhib, 4:30.
