Ibn Umar felt the cold while he was in a state of ihram, so he said, "Throw a garment over me."I threw a hooded cloak over him, but he pushed it aside and said, "Are you throwing over me a garment that the Messenger of Allah ﷺ forbade the pilgrim in ihram from wearing?"
Its isnad is sahih. Abu Dawud 2:103 narrated it via Ayub, from Nafi, and Munziri said, Bukhari and Nasai also transmitted the connected version of it, in a similar wording, more complete than this. See Munziri 1752, and see what has passed at 4835. Al-qurr, with the qaf pronounced with damma, means cold.
