Adi bin Hatim reported,

I came to Umar bin Khattab along with a group of men from my people. He began assigning a stipend of two thousand to each man from the tribe of Tayy while turning away from me. I moved to face him, and he turned away again. Then I came around to stand directly before him, and once more he turned away.So I said, "Commander of the Believers, do you recognize me?"He laughed until he fell back on his side, then said, "Yes, by Allah, I do recognize you. You believed when they disbelieved, you came forward when they turned back, and you remained faithful when they betrayed. The first charity that brightened the face of the Messenger of Allah ﷺ and the faces of his companions was the charity of Tayy, which you brought to the Messenger of Allah ﷺ."Then he began to apologize, saying, "I have only assigned stipends to people whom poverty had crushed, though they are the chiefs of their clans, because of the obligations that fall upon them."

عن عدي بن حاتم قال

أتيت عمر بن الخطاب رضي الله عنه في أناس من قومي فجعل يفرض للرجل من طيئ في ألفين ويعرض عني قال فاستقبلته فأعرض عني ثم أتيته من حيال وجهه فأعرض عني قال فقلت يا أمير المؤمنين أتعرفني قال فضحك حتى استلقى لقفاه ثم قال نعم والله إني لأعرفك آمنت إذ كفروا وأقبلت إذ أدبروا ووفيت إذ غدروا وإن أول صدقة بيضت وجه رسول الله ﷺ ووجوه أصحابه صدقة طيئ جئت بها إلى رسول الله ﷺ ثم أخذ يعتذر ثم قال إنما فرضت لقوم أجحفت بهم الفاقة وهم سادة عشائرهم لما ينوبهم من الحقوق
