Urwa reported,

I said to Ayesha, "Consider the saying of Allah , 'Indeed, Safa and Marwa are among the symbols of Allah, so whoever performs Hajj to the House or performs Umrah, there is no blame upon him for walking between them' [Baqarah 2:158]. By Allah, this means there is no blame on anyone for not walking between them."Ayesha replied, "What a wretched thing you have said, son of my sister. If it were as you interpret it, the verse would have read, 'There is no blame upon him for not walking between them.' This verse was revealed because the Ansar, before they embraced Islam, used to enter ihram for the idol Manat, the false deity they worshipped at Mushallal. Anyone who entered ihram for Manat felt it was sinful to walk between Safa and Marwa, so they asked the Messenger of Allah ﷺ about this, and Allah revealed, 'Indeed, Safa and Marwa are among the symbols of Allah, so whoever performs Hajj to the House or performs Umrah, there is no blame upon him for walking between them' [Baqarah 2:158]."She then said, "Furthermore, the Messenger of Allah ﷺ established walking between them as a sunnah, so no one should omit walking between them."

عن عروة قال

قلت لعائشة أرأيت قول الله عز وجل {إن الصفا والمروة من شعائر الله فمن حج البيت أو اعتمر فلا جناح عليه أن يطوف بهما} والله ما على أحد جناح أن لا يطوف بهما قالت بئسما قلت يا ابن أختي إنها لو كانت كما أولتها عليه كانت فلا جناح عليه أن لا يطوف بهما إنما أنزلت أن هذا الحي من الأنصار كانوا قبل أن يسلموا يهلوا لمناة الطاغية التي كانوا يعبدون عند المشلل وكان من أهل لها يتحرج أن يطوف بالصفا والمروة فسألوا رسول الله ﷺ عن ذلك فأنزل الله عز وجل {إن الصفا والمروة من شعائر الله فمن حج البيت أو اعتمر فلا جناح عليه أن يطوف بهما} قال ثم قد سن رسول الله ﷺ الطواف بهما فليس ينبغي لأحد أن يدع الطواف بهما
