I came to Medina and met Abu Bakr bin Muhammad bin Amr bin Hazm, who was the governor of Medina.He said, "A thief was brought to me, so my maternal aunt Amra bint Abdul-Rahman sent word to me, 'Do not be hasty in this man's case until I come to you and inform you of what I heard from Ayesha concerning the matter of the thief.'"He continued, "She came to me and told me that she heard Ayesha say, the Messenger of Allah ﷺ said, 'Cut off the hand for a quarter of a Dinar, but do not cut off for anything less than that.' At that time, a quarter of a Dinar was three dirhams, and the Dinar was twelve dirhams."He said, "What he had stolen was less than a quarter of a Dinar, so I did not cut off his hand."

قدمت المدينة فلقيت أبا بكر بن محمد بن عمرو بن حزم وهو عامل على المدينة قال أتيت بسارق فأرسلت إلي خالتي عمرة بنت عبد الرحمن أن لا تعجل في أمر هذا الرجل حتى آتيك فأخبرك ما سمعت من عائشة في أمر السارق قال فأتتني وأخبرتني أنها سمعت عائشة تقول قال رسول الله ﷺ اقطعوا في ربع الدينار ولا تقطعوا فيما هو أدنى من ذلك وكان ربع الدينار يومئذ ثلاثة دراهم والدينار اثنا عشر درهما قال وكانت سرقته دون ربع الدينار فلم أقطعه
Its chain of transmission is sahih. Muhammad bin Rashid Khuzai is trustworthy, and his hadith is found with the group. Yahya bin Yahya Ghassani is trustworthy, and they praised him. He has a narration with Abu Dawud, and the hadith has preceded at 23960.
