Abu Tufayl reported,
Nafi bin Abdul-Harith met Umar bin Khattab 
at Usfan. Umar had appointed him as governor over Mecca.Umar asked him, "Whom have you left in charge of the people of the valley?"He replied, "I have left Ibn Abza in charge of them."Umar asked, "And who is Ibn Abza?"He said, "A man from among our freed slaves."Umar said, "You have left a freed slave in charge over them?"He replied, "He is a reciter of the Book of Allah, knowledgeable in the laws of inheritance, and a judge."Umar said, "Indeed, your Prophet ﷺ has said, 'Allah raises some peoples by this Book and lowers others by it.'"

عن أبي الطفيل عامر بن واثلة
أن نافع بن عبد الحارث لقي عمر بن الخطاب رضي الله عنه بعسفان وكان عمر رضي الله عنه استعمله على مكة فقال له عمر رضي الله عنه من استخلفت على أهل الوادي قال استخلفت عليهم ابن أبزى قال وما ابن أبزى فقال رجل من موالينا فقال عمر رضي الله عنه استخلفت عليهم مولى فقال إنه قارئ لكتاب الله عالم بالفرائض قاض فقال عمر رضي الله عنه أما إن نبيكم ﷺ قد قال إن الله يرفع بهذا الكتاب أقواما ويضع به آخرين
Its chain is sahih. Abu Tufayl is a well-known companion.Nafi bin Abd Harith is al-Khuzai. Ibn Abdul-Barr said, "He was among the great and virtuous companions." It is said that he embraced Islam on the day of the conquest, then settled in Makkah and did not migrate. He has a Musnad that will come later.Ibn Abza is Abdul-Rahman bin Abza. There is disagreement about whether he was a companion, though the more likely view is that he was.As for his saying, "qadi such-and-such," the ya is retained in manuscripts K and H, which is permissible, while it was dropped in manuscript H, following the common usage.This hadith was narrated by Muslim (1:224).
