I came to the Messenger of Allah ﷺ and embraced Islam. I said, "Messenger of Allah, grant my people the right to keep the wealth they possessed when they accepted Islam." The Messenger of Allah ﷺ did so, and he appointed me over them. Then Abu Bakr, may Allah be pleased with him, appointed me over them, and after him Umar appointed me as well.
حدثنا صفوان بن عيسى قال أنا الحارث بن عبد الرحمن عن منير بن عبد الله عن أبيه
قدمت على رسول الله ﷺ فأسلمت قلت يا رسول الله اجعل لقومي ما أسلموا عليه من أموالهم ففعل رسول الله ﷺ واستعملني عليهم ثم استعملني أبو بكر رضي الله تعالى عنه ثم استعملني عمر من بعده

Its chain of transmission is daif, due to the unknown identity of the father of Munir bin Abdullah Azdi, and moreover they also graded Munir bin Abdullah himself as daif. The hadith contains no legal rulings.
