There was no public storytelling or admonition during the time of the Messenger of Allah ﷺ nor during the time of Abu Bakr. The first person to do so was Tamim Dari, who sought permission from Umar bin Khattab to address the people while standing, and Umar granted him permission.

أنه لم يكن يقص على عهد رسول الله ﷺ ولا أبي بكر وكان أول من قص تميم الداري استأذن عمر بن الخطاب أن يقص على الناس قائما فأذن له عمر
