Urwa bin Zubayr reported,

Hisham bin Hakeem bin Hizam came upon Iyad bin Ghanm, who was the governor of Homs, while he was making some Nabateans stand in the sun as a means of compelling them to pay the jizyah.Hisham said to him, "What is this, Iyad? I heard the Messenger of Allah ﷺ say, 'Indeed, Allah will punish those who torment people in this world.'"

أن هشام بن حكيم بن حزام وجد عياض بن غنم وهو على حمص يشمس ناسا من النبط في أداء الجزية فقال له هشام ما هذا يا عياض إني سمعت رسول الله ﷺ يقول إن الله تبارك وتعالى يعذب الذين يعذبون الناس في الدنيا
