The Prophet ﷺ said, "Whoever suffers a killing or a maiming has the choice of one of three things. He may retaliate, he may pardon, or he may take blood-money. If he wants a fourth option, restrain him. Whoever transgresses after that, for him is a painful punishment."
Takhrij, its chain is daif. Ibn Majah reported it in the Book of Blood Money, in the chapter "Whoever Has a Relative Killed Has the Choice Among Three Options," hadith no. 2623, from the hadith of Muhammad bin Ishaq, through him. Sufyan bin Abu Awjaa is daif (Taqrib). Part of the hadith has a hasan corroborating witness with Ahmad, 4/32.
