The Messenger of Allah ﷺ said, "There are three to whom Allah will not speak on the Day of Resurrection. A man who withholds from a traveler the surplus water he has, a man who swears an oath about merchandise after the afternoon prayer, meaning falsely, and a man who pledges allegiance to a leader, then if the leader gives him something, he honors his pledge, but if he gives him nothing, he does not."
حدثنا أبو بكر بن أبي شيبة حدثنا وكيع حدثنا الأعمش عن أبي صالح
قال رسول الله ﷺ ثلاثة لا يكلمهم الله يوم القيامة رجل منع ابن السبيل فضل ماء عنده ورجل حلف على سلعة بعد العصر يعني كاذبا ورجل بايع إماما فإن أعطاه وفى له وإن لم يعطه لم يف له
Reported by Bukhari, Testimonies, chapter on the oath after Asr, hadith 2672, and Muslim, Faith, etc., hadith 108, from the hadith of Amash, chapter explaining the error of forbidding the trailing of the garment and reminding someone of a favor after giving a gift.
