Nabi bin Wahb reported,

Umar bin Ubaydullah sent word to Abban bin Uthman bin Affan, who at that time was the leader of the pilgrims, to ask him something, and both of them were in a state of ihram. He said, "I wish to marry Talha bin Umar to the daughter of Shayba bin Jubayr, and I would like you to be present for it."Abban rejected this and said, "I heard my father, Uthman bin Affan, say that the Messenger of Allah ﷺ said, 'One in a state of ihram may not marry, nor give another in marriage.'" In one version he added, "nor may he propose marriage."
