Saeed bin Musayab reported,
A man from among the companions of the Prophet ﷺ came to Umar bin Khattab 
and testified before him that he had heard the Messenger of Allah ﷺ, during the illness in which he passed away, forbidding performing Umra before Hajj.

[Hasan] * Saeed's narration from Umar is strong. See the following hadith: 3272, and Muwatta with my verification, no. 590. The hadith indicates a prohibition against reciting the Quran, and this is for recommendation. Allah knows best.
