The Prophet ﷺ entered ihram for Hajj. When he arrived, he performed tawaf around the Kaaba and walked between Safa and Marwa. Ibn Shawkar's version adds that he did not shorten his hair. Then both narrators agree that he did not exit ihram because of the sacrificial animal he had brought. He ordered those who had not brought sacrificial animals to perform tawaf, walk between Safa and Marwa, shorten their hair, and then exit ihram. Ibn Mani added in his version, "or shave their heads, and then exit ihram."
