Hasan Basri reported,

Ibn Abbas, may Allah have mercy on him, delivered a sermon on the pulpit of Basra at the end of Ramadan and said, "Pay the charity of your fast." It seemed that the people did not know what he meant, so he said, "Are there any people of Madinah here? Go to your brothers and teach them, for they do not know. The Messenger of Allah ﷺ made this charity an obligation of one saa of dates or barley, or half a saa of wheat, upon every free person and slave, male and female, young and old."When Ali came and saw that prices were low, he said, "Allah has granted you ease, so why not make it one saa of everything?"Humayd said that Hasan held the view that the charity of Ramadan is due upon whoever fasted.

عن الحسن قال

خطب ابن عباس رحمه الله في آخر رمضان على منبر البصرة فقال أخرجوا صدقة صومكم فكأن الناس لم يعلموا فقال من هاهنا من أهل المدينة قوموا إلى إخوانكم فعلموهم فإنهم لا يعلمون فرض رسول الله ﷺ هذه الصدقة صاعا من تمر أو شعير أو نصف صاع من قمح على كل حر أو مملوك ذكر أو أنثى صغير أو كبير فلما قدم علي رضي الله عنه رأى رخص السعر قال قد أوسع الله عليكم فلو جعلتموه صاعا من كل شيء قال حميد وكان الحسن يرى صدقة رمضان على من صام
