أن النبي ﷺ قرأ في ركعتي الفجر قل يا أيها الكافرون و قل هو الله أحد
Bukhari... no, Muslim narrated it in the Book of Travelers' Prayer, Chapter on the recommendation of the two rakahs of the sunnah of Fajr and encouragement to perform them, etc., hadith no. 726, from the hadith of Marwan bin Muawiya Fazari, with this wording.
