Habashi bin Junada reported,

I heard the Messenger of Allah ﷺ say during the Farewell Pilgrimage, while he was standing at Arafah, that an Arabi came to him, took hold of the edge of his cloak, and asked him for it. He gave it to him and the man went away. At that moment, begging was forbidden, and the Messenger of Allah ﷺ said, "Begging is not lawful for the wealthy, nor for one who is sound and able-bodied, except for one in crushing poverty or burdened by a devastating debt. Whoever begs from people to amass wealth will appear on the Day of Resurrection with his face scratched and torn, eating burning stones from Hell. So let whoever wishes beg little, and whoever wishes beg much."

عن حبشي بن جنادة السلولي قال

سمعت رسول الله ﷺ يقول في حجة الوداع وهو واقف بعرفة أتاه أعرابي فأخذ بطرف ردائه فسأله إياه فأعطاه وذهب فعند ذلك حرمت المسألة فقال رسول الله ﷺ إن المسألة لا تحل لغني ولا لذي مرة سوي إلا لذي فقر مدقع أو غرم مفظع ومن سأل الناس ليثري به ماله كان خموشا في وجهه يوم القيامة ورضفا يأكله من جهنم ومن شاء فليقل ومن شاء فليكثر
