I accompanied the Messenger of Allah ﷺ for eighteen months, and I never saw him neglect the two rakahs before Dhuhr once the sun had passed its zenith.
[Its chain of transmission is hasan]. Abu Dawud also narrated it in Salat Safar, Bab Tatawwu fi Safar, no. 1222, from Qutayba with the same chain, and Ibn Khuzayma graded it sahih, no. 1253, as did Hakim, according to the criteria of the two Shaykhs, 1/315, and Dhahabi agreed with him. Abu Busra Ghifari is trustworthy. Ajli, Al-Mutadil, Ibn Hibban, and others considered him trustworthy."He would not perform voluntary prayer while traveling... etc." This has already come up at 544.
