[Its chain is daif] Abu Dawud narrated it in the Book of Knowledge, in the chapter "Speaking about the Book of Allah without knowledge," hadith no. 3652, from the hadith of Suhayl bin Abdullah with the same wording, and he is daif (according to Taqrib). Part of the hadith has daif corroborating witnesses. From him, and it is in Tafsir Abdul-Razzaq 1/60, hadith no. 8. The saying of Amash has a daif chain. The saying of Qatada is sahih.
