The Prophet ﷺ said, "Shall I tell you about the best of your rulers and the worst of them? The best of them are those whom you love and who love you, those for whom you pray and who pray for you. The worst of your rulers are those whom you hate and who hate you, those whom you curse and who curse you."

[Sahih]. Bazzar also narrated it (Bahr Zakhkhar, 1/14, no. 290) through the hadith of Abu Amir Aqadi with this wording, but its chain is daif. The hadith has corroborating narrations in Muslim, no. 1855/65, 66, and elsewhere.
