Someone said to Muawiya, "I heard the Messenger of Allah ﷺ say, 'There is no leader who closes his door against those in need, in want, and in poverty without Allah closing the gates of heaven against his own need, want, and poverty.'"So Muawiya appointed a man to attend to the needs of the people.
حدثنا أحمد بن منيع حدثنا إسمعيل بن إبراهيم حدثني علي بن الحكم حدثني أبو الحسن قال
لمعاوية إني سمعت رسول الله ﷺ يقول ما من إمام يغلق بابه دون ذوي الحاجة والخلة والمسكنة إلا أغلق الله أبواب السماء دون خلته وحاجته ومسكنته فجعل معاوية رجلا على حوائج الناس
[Hasan] Ahmad (4/231) also recorded it from the hadith of Ali bin Hakam, with the same wording, and Hakim graded it sahih (4/94), and Dhahabi agreed with him. The hadith has corroborating narrations found with the following hadith, see Abu Dawud, no. 2948, and Ahmad (5/238) and others.
