The Messenger of Allah ﷺ said, "Religion is sincere counsel."They asked, "To whom, Messenger of Allah?"He replied, "To Allah, to His Book, to His Messenger, to the leaders of the Muslims, and to the Muslims at large."
أخبرنا محمد بن منصور قال حدثنا سفيان قال سألت سهيل بن أبي صالح قلت حدثنا عمرو عن القعقاع عن أبيك قال أنا سمعته من الذي حدث أبي حدثه رجل من أهل الشام يقال له عطاء بن يزيد
قال رسول الله ﷺ إنما الدين النصيحة قالوا لمن يا رسول الله قال لله ولكتابه ولرسوله ولأئمة المسلمين وعامتهم
Muslim narrated it in the Book of Faith, chapter on the explanation that religion is sincere counsel, hadith no. 55, from the hadith of Sufyan bin Uyayna, with this wording. It is also found in Kubra, hadith no. 7820.
